Empty envelope from a seller-accepted return

As a seller, I accepted a return of items worth $95.00 The buyer sent me back an empty envelope (package). Canada Post wrote up a report confirming that the envelope was empty when I signed for it. I notified eBay the same day. eBay refunded the buyer fraudster the same day. For more than a month now, I’ve been chasing my money, namely the said $95.00 + $12.45 that eBay has the nerve to charge me for the accepted return of an empty envelope from the buyer fraudster. Canada Post cannot be held responsible for receiving an empty envelope; it also wrote a report to that effect, which I sent to eBay along with a formal notice, as well as to its buyer fraudster member. eBay refuses to close my account since March 31, 2024 and has the nerve to charge me monthly fees for my store, which has been closed since March 31, 2024. Regarding French service, it just sends me an email in French that was translated by a machine and whose content is incomprehensible to a French speaker.
