Unfair dispute over hand delivery – fees charged to the seller

I’m trying to understand a situation that I find completely unfair.
I listed a camera for sale with conditions clearly stated in the listing: pickup only, no delivery offered.
After the purchase, the buyer demanded delivery, despite the fact that it was not an option offered or accepted. The item was therefore never handed over, since the listing conditions were not respected by the buyer.
Despite this, a claim was opened, eBay refunded the buyer, and I’m now being charged a negative balance of $86.16, even though:
- the conditions were clear,
- the buyer wanted to change those conditions after the fact,
- and no exchange of goods took place.
I’m acting in good faith, I didn’t break any rules, and yet I find myself responsible for a refund as if I had promised or made a delivery, which is not the case.
Is it normal, according to eBay rules, for a seller to be penalized when a buyer refuses the pickup-only conditions stated in the listing and still opens a claim?
Have other sellers experienced a similar situation, and is there actually any recourse in this kind of case?
