Unfair dispute – Local pickup clearly stated, buyer requested delivery

I’m looking for clarification on a situation that I find very unfair.
I listed a camera for sale with the conditions clearly stated in the listing: local pickup only, no shipping offered.
After the purchase, the buyer requested delivery, even though this was not an option offered or agreed to. Because the buyer did not respect the pickup-only condition, the item was never handed over.
Despite this, a claim was opened, eBay refunded the buyer, and I am now being charged a negative balance of $86.16, even though:

the listing conditions were clear,

the buyer tried to change the terms after the purchase,

and the item was never exchanged.
I acted in good faith and did not violate any rules, yet I am being held responsible as if I had promised or completed a delivery, which is not the case.
Is it normal, under eBay policies, for a seller to be penalized when a buyer refuses the clearly stated local pickup terms and still opens a claim?
Have other sellers experienced similar situations, and is there any real recourse in cases like this?
